Bios for CSC Conference
Tonier Cain
Tonier works tirelessly to raise the awareness about trauma informed care around the world. She has trained providers in all fifty states. Tonier is an advocate and educator, speaking all over the world on trauma, addiction, incarceration, homelessness, substance abuse and mental health. Her work has been used as a model in other countries for the establishment of their trauma informed care protocols.
Tonier was the former team leader for the National Center for Trauma Informed Care, with the National Association of State Mental Health Program Director. Currently she works to create international leaders in the field of Trauma Informed Care. She hosts an annual national conference to update and enlighten providers on current best practices. Tonier’s methods have proven to be effective, resulting in numerous awards for her work. She has been honored by two governors, a mayor and a state attorney with proclamations naming days after her, because of her help to transform their city and state.
Tonier is the C.E.O. and Founder of Tonier Cain International, Founder and President of Neen Cares, Inc. A 501 C 3, Founder and Co-C.E.O. of M.E.T.-R Integrated Health, Global, as well as the Founder and C.E.O. of Purposeful Entertainment Production Company.
She is an award-winning Film Producer that is the Creator and Producer of the Upcoming TV Show “Restoration”, Executive Producer of the Film “Walking Thru Bullets”, subject and Co-Producer of the Award-Winning Film “Healing Neen”, along with being featured in the Documentary “Behind Closed Doors: Trauma Survivors in the Psychiatric System” and advising on the film “Like Any Other Kid”.
Tonier is an author and serves as a Citygate Network Board Member. Her commitment to advocating for those who are often forgotten hasn’t gone without recognition. She has been featured in many articles including December’s 2014 Ebony Magazine and appeared on over seventeen talks shows. Tonier Cain uses her life experiences to make a difference for trauma survivors.

Elizabeth Makulec
Elizabeth Makulec has been working in the field of suicide prevention since 1994. She is a graduate of the Centers for Disease Control National Center for Injury Prevention and Control’s PREVENT Institute, was a founding member of the Missouri Suicide Prevention Advisory Committee, was on the writing team of the Department of Elementary and Secondary Education’s Model Suicide Prevention Policy, and partners with the Missouri Institute of Mental Health to advance suicide prevention efforts across the state. She has over 25 years-experience in the field of youth development, mental health advocacy and prevention skills training.
Liz Sale
Liz Sale is a Research Associate Professor at the Missouri Institute of Mental Health at the University of Missouri – St. Louis. She has been the lead evaluator for six statewide suicide prevention initiatives and has published on the effectiveness of the Question Persuade Refer (QPR) and Counseling on Access to Lethal Means (CALM) suicide prevention programs. She is currently a member of the Missouri Suicide Prevention Network and the St. Louis Regional Suicide Prevention Coalition.
Lauren Moyer
Lauren Moyer, LSCSW, LCSW is a licensed clinical social worker, and Executive VP of Clinical Innovation at Compass Health Network (who provides behavior health, primary care and dental services in 47 counties in MO) who has experience in a multitude of clinical settings. She is a skilled, action-oriented professional leader with over 19 years’ experience in behavior health including 14+ years’ experience in management. She has extensive knowledge around evaluating, improving, coordinating programs and service levels, as well as identifying opportunities, risks, and the development of partnerships to achieve long-range objectives. She is well-versed in and a strong advocate for suicide prevention strategies and is the current Chair of the Missouri Suicide Prevention Network.
Kyle Dooley
Kyle Dooley began his law enforcement career in 1999 and in 2004 he was hired by the City of Lake Saint Louis. In 2010, Kyle became the Crisis Intervention Team (CIT) Liaison for Lake Saint Louis Police Department. In 2012, Kyle became the Training Coordinator for the Great Rivers CIT program that serves Saint Charles, Lincoln, and Warren Counties. In December of 2016, Kyle accepted a full time position with NAMI St. Louis, to support the four CIT programs that serve seven Missouri Counties.
Primary responsibilities:
In collaboration with respective law enforcement leadership, provide staff support and assistance to plan agendas, distribute meeting notices, prepare notes, and implement directives of the four St. Louis area CIT Coordinating Councils and their various committees.
Assist in planning, implementing and facilitating all 40-hour CIT Training Courses and other Advanced CIT Officer In-service Programs to be delivered in the seven-county St. Louis area under the auspices of the four local CIT Coordinating Councils.
Network with CIT collaborating stakeholder organizations to assure their continued effective participation in the CIT Program, especially with regard to their follow-up of clients to link them with community-based treatment services.
Assist in preparing grant applications and contract proposals for submission to potential funding sources to help underwrite costs related to NAMI St. Louis support for the CIT Program and other NAMI St. Louis activity.
Work with NAMI St. Louis program director and other staff to research, budget for, apply for and manage grants to support other board-approved programs to fulfill the NAMI St. Louis mission.
Ethics
Katie Ciorba VonDeLinde, MSW, LCSW is an energetic and passionate social worker who teaches, advocates, writes and thinks on issues of social work ethics, gender, economic, and racial justice, intimate partner violence, and holistic, empowering social work. Ms. VonDeLinde has advocated for the rights of domestic violence survivors for over twenty years including as Assistant Director of a DV program in rural Iowa and as program director for an urban economic advocacy intimate partner violence program providing nationwide trainings to thousands of social workers and advocates on the intersection of economics and violence against women. Ms. VonDeLinde is an award-winning adjunct faculty member at the Brown School of Social Work, Washington University, co-directs KMCV consulting, LLC, and serves as an expert advisor to the Center for Survivor Agency and Justice in Washington, D.C.
